How to become close friends with someone the opposite gender?

like i want to be someone who is always there for him and dependable, and he would be like my best friend. maybe later we'd go out, but for now, i just want him to know that we're best friends and we can tell each other stuff.

See that's the problem you don't want to be his best friend to be his best friend but to be his best friend to get something out of it that is unfair to him. And if you want to become best friends with someone it just has to happen you can't force it.
